I'm not sure that your Web 3.0 explanation makes sense. For me, Web 3.0 is somehow a marketing name for new technologies or new ways to use technologies, to create some movement profitable only for a few businessmen, or people who want to do some laundering money via NTF or crypto. Web 3.0 is not real, or to be precise is not the native and intuitive evolution of web 2.0, which his definition and usefulness were clear, and not arguable.
